Speaking this morning on the '15th Five-Year' new-energy system blueprint, the director of China's National Energy Administration disclosed that a five-second high-definition AI-generated video consumes power equivalent to fully charging ten mobile phones.
Global energy markets have been in turmoil since late February, with multiple nations reporting varying degrees of shortages and supply tightness — a situation that rising AI computing demand has only intensified.
Beyond Power: Ten Queries Cost a Bottle of Water.
The industry's water footprint is no less striking. At the 2026 Summer Davos Forum, KPMG China Vice Chairman Wu Xuchu noted that a five-minute AI conversation consumes roughly 500 ml of cooling water. Wen Bo, a National Geographic Society expert, went further: ten queries to an AI model consume approximately the same volume as a bottle of mineral water.
Crucially, AI's water consumption extends well beyond data-center cooling towers. Chip manufacturing and power generation each consume more water than data-center operations themselves, a World Economic Forum report found. Across the full AI value chain — chip fabrication, power supply, and computing operations — annual freshwater use reaches 23 billion cubic meters, or 3.7% of global industrial freshwater withdrawals. The figure appears modest, yet freshwater's immobility renders it considerably scarcer than electricity, which can be transmitted across regions.
Four in Ten Data Centers Sit in Water-Stressed Regions, Exacerbating the Crisis.
More troubling is the fundamental misalignment between industrial footprint and water-resource capacity. Roughly 40% of the world's data centers and nearly a third of chip fabrication plants sit in water-stressed regions, data show. In choosing locations, companies prioritize electricity tariffs and land costs, typically relegating water availability to a secondary factor.
As the AI industry scales, water demand in stressed regions is accelerating at an alarming pace. Freshwater's immovable nature makes this bottleneck more intractable than power shortages. The collision between breakneck AI expansion and finite resource availability has emerged as a core challenge the sector can no longer afford to overlook.
